Symposium on Health Technology Assessment in Taiwan

On 24 July 2012, Francis Ruiz of NICE International was invited to speak at a symposium in Taipei organised by the HTA division of the Center for Drug Evaluation and the Bureau of National Health Insurance (BNHI). In response to the forthcoming implementation of the “second-generation” National Health Insurance scheme, CDE has been working with the BNHI over the past 4 years to develop a workable approach to using HTA in support of drug reimbursement and listing decisions in Taiwan. To assist in this objective, the symposium focused on health insurance and coverage decisions in Taiwan, and on what could be learnt from HTA experiences elsewhere in the world. In addition to hearing about NICE's role in the UK, participants learnt about HTA activities in Australia, Canada and South Korea. Attendees included representatives from the pharmaceutical industry and academia. The symposium was followed by meetings with CDE staff, BNHI officials and other Taiwanese experts to discuss specific aspects in the conduct of HTA, including the involvement of patient and carers in the decision making process.
