Executive Board members
Chief Executive (Andrew Dillon CBE)

Andrew Dillon is Chief Executive of the National Institute for Health and Clinical Excellence. He graduated from the University of Manchester in 1975 and has held a number of senior management positions in the UK National Health Service, including General Manager of the Royal Free Hospital and Chief Executive of St George’s Healthcare NHS Trust, both academic centres in London. He has been a member of the Council of the NHS Trust Federation and has contributed to national policy on the allocation of research and development funding in the NHS. He has been member of the UK Department of Health’s International Panel and its Health Industries Task Force.

An experienced speaker, he has contributed to a number of international policy forums, including an OECD review of approaches to the adoption of new and emerging health related technologies and the EC funded European Collaboration for Assessment of Health Interventions project. He is currently a non executive director of HTAi an international collaboration of agencies, individuals and corporations involved in the development and application of health technology assessment.

He helped establish NICE as its founding Chief Executive in1999.

Executive directors

Clinical and Public Health Director (Professor Peter Littlejohns)

Professor Peter Littlejohns was formerly Professor of Public Health at St Georges Hospital Medical School and Director of the Health Care Evaluation Unit. He has experience of developing clinical audit programmes at local and national levels, and has worked closely with a number of Royal Colleges. His previous research unit was commissioned by the National Health Service Executive to appraise potential national guidelines.

His research interests include developing new approaches to assessing the cost-effectiveness of clinical care and translating research findings into practice. He was coordinator of a 10 country research programme funded through BIOMED 11 investigating the basis of variation in international guideline recommendations.

Implementation Director (Dr Gillian Leng)

Gillian Leng is the Implementation Director with responsibility for a programme of work designed to better enable implementation of NICE guidance. Previously she worked as the Guidelines Programme Director at NICE, and before that at Bedfordshire Health Authority as a consultant in public health medicine with responsibility for clinical governance and implementing national service frameworks.

Gillian is also an editor of the Cochrane Review Group on peripheral vascular diseases and an honorary senior lecturer at University College, London. Research interests include the methodology for evaluating and reviewing evidence, clinical trials and the epidemiology of vascular disease.

Planning and Resources Director (Andrea Sutcliffe)

Andrea Sutcliffe joined the Institute in November 2000 from the London Borough of Camden where she was the Assistant Director, Performance Management and Resources for the Social Services Department. Prior to her move into local government, Andrea had over 13 years NHS experience in health authority, acute and community care settings. She has undertaken a variety of roles including finance, business planning, contracting and general management.

Andrea has a wide-ranging role within the Institute. She is a qualified CIPFA (Chartered Institute of Public Finance and Accountancy) accountant and is the Institute's chief financial officer. She also has executive director responsibility for the Institute's Patient Involvement Unit, human resources function and corporate services. Andrea leads the development of the Institute's corporate and business plans and co-ordinates the planning of the Institute's work programme. Andrea is also involved in supporting new initiatives for NICE - for example, the original establishment of the national collaborating centres, the change management programme for the national confidential enquiries and the early work to set up the interventional procedures and implementation work programmes. Andrea formally acts as the Chief Executive's deputy in his absence.
