How to use NICE guidance to commission high quality services
NICE is currently developing a new resource based on ‘How to use NICE guidance to commission high quality services', which will be launched at the NICE conference in December 2009. The focus of the guide will be on how commissioning can be used to support the implementation of NICE guidance through commissioning evidence based services, and the role of regulation and inspection in the NHS and local authorities.
The guide aims to:
- update the content of the original ‘How to put NICE guidance into practice' published in 2005
- help commissioners understand the value of using NICE guidance to commission high quality care
- support commissioners to use NICE guidance in their commissioning role, primarily in PCTs, but not excluding joint commissioners and practice based commissioners
- reflect changes in commissioning and in NHS regulation in relation to NICE
We have recently held two workshops to inform the content of the guide, involving people who play a key role in this area and who have a good understanding of the commissioning and regulatory processes.
The aim of this consultation is to enable stakeholders to consider the content of the guide and to provide the opportunity to comment. In particular we want to know if you think:
- the framework works for commissioners and if it aligns the implementation of NICE guidance with the role of commissioning
- the key messages are correct
- there any gaps and, if so, what should be included
- the right benefits, levers and processes for using NICE guidance in commissioning have been identified
- the content is consistent with emerging policy and practice - in particular with the DH quality agenda and quality standards and World Class Commissioning

Previous ‘How to guides'
Developing the series of ‘How to' guides is part of the NICE strategy to provide practical generic tools to support the implementation of NICE guidance at a local level. The first guide, How to put NICE guidance into practice, is the cornerstone of NICE's implementation support programme. It provides an implementation model to help NHS organisations comply with the Department of Health's ‘Standards for better health' and meet the expectations of the Healthcare Commission. The guide led the way for establishing clear mechanisms for leadership and accountability, including the establishment of a NICE manager or lead within many NHS organisations. Last year a ‘How to' guide was also developed for use in local authorities
