After further consideration, rather than issuing an updated scope and inviting evidence submissions related to this, we have agreed that the best way forward is to seek input from consultees and commentators on the process of the review. Consultees and commentators have been invited to provide comments by 30th April. A further update will follow once the responses have been considered.
