We describe the development and implementation of bulletin designed in-house for Trust staff which regularly disseminates new NICE guidance, activity in the Trust about NICE guidance and the stakeholder programme of consultation. The publication includes all activity related to Health and Social Care Governance and is linked to all related initiatives and the Trust dissemination strategy. It is funded internally and produced at low cost but has proven to be an effective medium of information for staff.

Aims and objectives

The Report & Learn Bulletin is targeted at all Sussex Partnership staff engaged in the delivery of patient care. Its aim is to share good practice and learning from adverse events within the Trust and provide information on evidence based practice and national guidance to inform best practice in the provision of care to the people who use our services and their relatives/ carers. 1. Reasons for implementing your project

The format of the Report & Learn Bulletin was developed in February 2006 by the Health & Social Care Governance Support Team to disseminate learning as a result of reporting in relation to an incident, audit work or a national report. Feed back from frontline staff in inpatient units and community teams suggested that, whilst this information is received routinely in a number of Trust forums, they are not always informed of outcomes and recommendations from investigations, or the latest evidence based practice and guidance. The Trust Trends and Lessons Group meets quarterly and reviews summarised reports from serious untoward incidents, Patient Advice and Liaison Service, Customer Relations, Mental Health Act Commission and medicines management. Key themes from the group are published in the bulletin. The bulletin is edited by the Report & Learn Facilitator. Staff from a wide range of disciplines are encouraged to contribute articles for publication, in addition to the regular updates from other Health & Social Care Governance Support Team. The Trust's NICE & SCIE Facilitator uses the bulletin to raise awareness of her role and provide a quarterly update and links to news and forthcoming guidance from NICE and SCIE, which is of relevance to Sussex Partnership. The focus of the bulletin is to promote a learning culture by identifying lessons and learning for practice and service delivery. It showcases good practice and keeps staff up to date with the latest national evidence based practice and guidance. It also provides a process for involving and communicating with internal and external stakeholders to meet criteria set out in the NHS Litigation Authority Risk Management Standards. The bulletin is published in hard copy and distributed internally and externally to key stakeholders. It is also available electronically on the Trust intranet and Trust Managers are encouraged to share the content of the bulletin with their staff at team meetings.

How did you implement the project

1) printing costs of four bulletins = £2,500, two days graphic designer time, eight days editing time (Report & Learn facilitator) annually. 2) Production of a quarterly bulletin for all Trust staff/ external stakeholders and contracted staff showcasing best practice examples, trends and lessons and new national guidance and recommendations. Available in hard copy and electronic format. Launched with supporting protocols on dissemination to services, teams and individuals and how to use information. 3) Ongoing audit to inform readership development and improvements in content in the context of the Trust strategy for providing information to staff and in line with other media tools such as intranet and staff briefing.

Key findings

On publication of the quarterly bulletin each author monitored the contacts made as a result of reading the bulletin. Over an eighteen month period there was a steep rise in contacts relating to the; publication of new NICE guidance; activity in the Trust related to implementation and audit of NICE guidance; and involvement as a stakeholder in all NICE guidance relating to mental health, substance misuse services and learning disability. We have also carried out an audit to inform ongoing development of the publication. This focused on; identifying who received the bulletin and who didn't; how they use the information; format, quality, and content relevance; duplicate information and whether they receive in hard copy or electronically. Ongoing development has taken place in response and feedback has subsequently improved. New authors, e.g., recovery, are increasing quarterly.

Key learning points

1. Key principle is to encourage Trust staff from a wide range of disciplines to contribute articles for publication. 2. Give plenty of notice for deadline for submission of articles to editor and allow one month between that deadline and publication date for editing and late arrival of articles. 3. Provide simple guidance available for contributors on length, style and content of article required 4. Health & Social Care Governance Team members use every opportunity to raise awareness and promote the bulletin: through leadership briefing, training sessions, meetings, intranet and informal opportunities 5. Encourage formal and informal feedback on bulletin content and style
