Purpose of this consultation
This consultation seeks views on NICE's proposed implementation approach to managing ongoing evaluations in the technology appraisal (TA), programme until such a time that NICE is directed to apply a new threshold by the Department of Health and Social Care (DHSC). This is subject to ongoing DHSC consultation and regulatory changes.
It is for the DHSC to decide which guidance programmes a threshold change will apply to. To date, the DHSC has confirmed that only the TA guidance is in scope. NICE has proposed that the increase in threshold is applied across all NICE guidance, including the HealthTech and guidelines programmes, and we await confirmation from the government on this point.
This consultation also seeks feedback on if we should take a similar approach to TA in the HealthTech and guidelines programmes, in the case that the DHSC decides these programmes are in scope.
We will not consider any responses which address the scope, policy rationale or wider impacts of the proposed threshold change. These are DHSC decisions and beyond the scope of this NICE consultation.
The key documents in scope of this consultation are:
Statement of intent on NICE's approach to ongoing evaluations ahead of proposed changes to NICE's standard cost-effectiveness thresholds.
Equality impact assessment on implementation of changes to NICE's cost-effectiveness thresholds.
NICE would like to receive comments on the following:
if the proposed approach for managing ongoing evaluations is clear and understandable
further actions NICE could take to make the proposed approach clearer
if a similar approach to that proposed for TAs should be followed in HealthTech and guidelines, if DHSC later signals that these programmes are in scope
whether there are any equalities issues that NICE needs to consider as part of its implementation approach.
