43 We envisage two circumstances in which the initial appraisal and guidance might be reviewed:

i
where the appraisal body had given limited endorsement (as at para 34 above) in order to allow further research or development. Once the research or development was complete the sponsoring company would be invited to make a further submission showing how the new data might affect or confirm the conclusions of the original submission

ii
where new information on benefits or costs came to hand which significantly affected a previous appraisal, either on the particular intervention or on comparison treatments. This could either be on the initiative of the appraisal secretariat (or an individual member of the appraisal group) or at the initiative of the sponsoring company. The appraisal group would consider the case for reviewing its earlier guidance and, if it was convinced that the new evidence was likely to make a significant difference, would invite the sponsoring company to make a full submission.

We would welcome views on

  • the proposed circumstances in which reviews would be carried out
  • the proposed process, in particular whether the timescale for reviews should be similar to that for the initial appraisal or shortened (and if so, how).
