HDA publications

Many Health Development Agency (HDA) publications are available in PDF format below. These publications were either:

  • produced by the HDA, or
  • commissioned by them, but published after its functions were transferred to NICE.

While these publications help support evidence-based decision making by public health practitioners, they do not represent NICE guidance.

Breath of fresh air: Tackling smoking through the media

This report documents the evolution of the Health Education Authority's mass media campaigns on smoking from 1992 to 1999. It aims to give insight into the thinking that underpinned each campaign; how each specific campaign was developed and evaluated in line with changing priorities; and the composition of target audiences. The issues raised involve terminal illness, cancer, the effect of advertising and public education campaigns, tobacco advertising banning and the access of tobacco as well as the effectiveness of media campaigns.
