HDA publications

Many Health Development Agency (HDA) publications are available in PDF format below. These publications were either:

  • produced by the HDA, or
  • commissioned by them, but published after its functions were transferred to NICE.

While these publications help support evidence-based decision making by public health practitioners, they do not represent NICE guidance.

Been there, done that: Revisiting tobacco control policies in the NHS

This publication takes into account the most recent evidence on the effects of smoking and the implications for health and safety practices. It acknowledges the challenges faced by the health service in maintaining control of tobacco usage on its premises and presents the latest evidence and good practice in the field. Policies to restrict or ban smoking in the workplace benefit the health of non-smokers by protecting them from passive smoking. But smokers benefit, too, as studies show that smoke-free workplaces encourage smokers to quit and those who continue to smoke to consume fewer cigarettes a day.
