The interim advice development process:

  1. Topic selected - the advice topic is selected for development following publication of relevant NICE guidance, or referral from the Department of Health.
  2. Topic Expert Group recruited: An expert chair, professional and lay members of Topic Expert Group (TEG) are appointed
  3. Scoping - NICE develop a draft scope for the advice, which describes the topic, need for advice, and outlines the areas which will be considered for standards and measures by the TEG.
  4. TEG meeting 1 - the TEG consider the scope of the advice.
  5. The advice scope is finalised in liaison with the TEG.
  6. Development of draft advice - NICE prepare a briefing document for consideration by the TEG, which identifies and summarises audit and survey data, key evidence and guidance in the area. This includes explicit consideration of appropriate evidence from reviews, theoretical approaches, current practice and patients/service users. The briefing document also includes draft statements, quality measures and cost impact information.
  7. TEG Meeting 2 - the TEG to consider briefing paper, amend and agree the wording of the draft statements and measures for consultation. Following this meeting, NICE amend and finalise the draft advice document.
  8. Consultation: The advice is put out for consultation with stakeholders and the public for 4 weeks. Limited field-testing of the advice will also be completed. Comments and feedback from the consultation and field testing are collated and summarised for the TEG.
  9. TEG Meeting 3 - the TEG consider findings from the consultation and field testing, and agree amendments to the advice.
  10. The final advice is signed off by the CPHE Centre Director and NICE Guidance Executive.
  11. Publication and dissemination.
